The inclusion rule

A CBUAE licence decides membership.

A constituent is included if, and only if, all three hold:

01 · CBUAE LICENCE

Membership requires a licence under the CBUAE's Payment Token Services Regulation.

Any party that issues, redeems, or facilitates a dirham-referenced payment token in the UAE must be licensed by the Central Bank of the UAE under the Payment Token Services Regulation — a dedicated stablecoin regime, not a general financial registration. Both constituents clear it through bank-grade issuers: Zand Trust is a subsidiary of CBUAE-supervised Zand Bank PJSC, and DDSC is issued by a consortium of IHC, First Abu Dhabi Bank, and Sirius. Inclusion follows the licence field in the catalog, not a hardcoded list, so a newly licensed dirham stablecoin joins automatically.

02 · PUBLIC ONCHAIN CONTRACT

The coin must live on a public chain OCB can read.

An index built on independent onchain verification only measures what it can verify: supply, holders, and transfers read directly from public blockchains. AE Coin — the first CBUAE-approved dirham stablecoin (final approval December 2024) — operates as a closed-loop ecosystem with no public contract address, so it cannot be measured and sits outside the index as a disclosed coverage gap, never a silent omission. Should a public onchain version be deployed, it would be onboarded.

The rubric

Four equal-weight dimensions, scored from onchain evidence.

Each member earns up to 25 points on each dimension, independent of issuer self-reporting. The band a member lands in follows directly from the total.

01Reserve qualityWeight 25%

Composition and chain-verifiability of what backs supply. Cash + T-bills with onchain-readable composition scores highest; synthetic crypto-collateral scores lower.

02Redemption depthWeight 25%

Genuine ability to exit — issuer direct redemption and DEX onchain depth at 1% slippage. A joint-path bonus applies when both paths exist.

03Holder concentrationWeight 25%

Top-10 holder share post-exclusion of known exchange and protocol addresses. Lower concentration scores higher.

04TransparencyWeight 25%

Attestation freshness, disclosure consistency over trailing 180 days, and regulatory standing. Voluntary-attestation cap applies at 19.

How it’s computed

Same measure as OCB’s other regulated indexes.

Once the constituents are scored, the OCB UAE Stablecoin Index computes the same measure as the Stablecoin Quality Index and the US- and European-Regulated indexes: the share of capital, in dollars, backed by an instrument scoring 70 or above across reserve quality, redemption depth, holder concentration, and transparency. Inclusion follows the CBUAE licence field, not a hardcoded list, so a newly onboarded dirham stablecoin joins automatically. Dirham supply is converted to dollars via the AED peg for a common denominator — the index measures quality, not currency. Methodology changes are version-bumped and logged publicly.

The first CBUAE-approved dirham stablecoin (final approval 2024-12). Issued by AED Stablecoin LLC (Mbank ecosystem). Operates as a centralized, closed-loop payment-token ecosystem with no public onchain contract address. Not measurable — with no public contract, OCB cannot read its supply, holders, or transfers onchain. Disclosed as a coverage gap, not a constituent.

This is an honest exclusion, not an omission: AE Coin is real and CBUAE-regulated, but a closed-loop system falls outside an index built on independent, onchain verification. Should a public onchain version be deployed, it would be onboarded.

03 · DIRHAM PEG, PAR REDEMPTION

The token must be a dirham-referenced payment token, redeemable at par.

A licensed AED stablecoin must be fully backed one-to-one by dirham reserves held in segregated, regulated accounts, and holders must be able to redeem at par — the peg is a redeemable claim, not a market convention. Because the constituents peg to the dirham rather than the dollar, their supply is read onchain in AED and converted to US dollars via the aed_usd benchmark, the CBUAE's currency-board peg, for a common denominator with OCB's other indexes.

What does NOT exclude a member

Scoring badly does not remove a member. Early holder data on Zand AED’s Ethereum leg shows extreme concentration — a single holder tier near 100% of that leg’s supply — and OCB scores concentration independently, so a regulated coin can still carry a low overall grade. It stays in the index and is shown at that score: the licence admits it, the rubric grades it, and both are reported side by side. Surfacing that is the point of an independent measure.

Three exclusions apply: the issuer holds no CBUAE payment-token licence (not eligible for the index); the coin has no public onchain contract OCB can read (AE Coin — a disclosed gap, never a silent drop); or the instrument is not a dirham-referenced payment token of the type this index tracks. Scoring badly is not on that list.

What the licence itself requires

CBUAE licence to issue

Any party that issues, redeems, or facilitates a dirham-referenced payment token in the UAE must hold a licence from the Central Bank of the UAE under the Payment Token Services Regulation — a dedicated stablecoin/payment-token authorisation, not a general financial registration.

02

1:1 reserve backing, segregated

A licensed AED stablecoin must be fully backed one-to-one by dirham reserves held in segregated, regulated accounts — ring-fenced from the issuer's other business.

Redemption at par

Holders must be able to redeem the token for dirhams at par, so the peg is a redeemable claim rather than a market convention.

04

Bank-grade issuers

In practice the live dirham stablecoins are issued by or through CBUAE-supervised banks (Zand Bank, First Abu Dhabi Bank) — a materially higher bar than an offshore issuing vehicle.

05

Ongoing CBUAE supervision

Licensees are supervised on an ongoing basis by the Central Bank, not approved once and left alone.
